Do you need water in every pan to cook or just water on bottom. thank
Do you own one of 'Dubbas - 3 Tier Insert Pans for PIP w/ Lids / Plates & Multipurpose Trivet'? Can you help if you know the answer?

The bottom pan must always have min 1 cup of water as recommended by Instant Pot. Each of Dubbas insert pans must contain water as per your recipe. You can check out some of the videos for reference - https://facebook.com/pg/desiclik/videos/
