Hello Zas, yes this is a brand new one and available in size 3xl (46).. we can ship the dress immediately and you should receive the dess in 4 days.. we do a standard shipping through usps which takes 4 days to get delivered.. if you nee it in 2-3 days, you have to pay for the priority shipping.. it costs around $8
